Zechariah is rebuked by the angel for his unbelief (1:18–20). Indeed, as Thielman says, it was common for law-abiding Israelites to speak of themselves as righteous compared to those who blatantly broke the law (for example, Pss. 7:8–9; 17:3–5; 18:20–29; 26:9–12).85 And Gundry is probably correct in saying that Philippians 3 focuses on outward obedience.
